More civilians than soldiers killed in ww2?

I read somewhere that over 60,000 British civilians were killed in the Blitz, and during the course of WW2. That's apparently more than the number of British and Commonwealth soldiers killed. That doesn't seem right. Can anyone help? Thanks.
