Can tetrodotoxin cause total muscular paralysis/failure without causing brain death?

I'm doing a report on marine life for AP Biology and I was wondering if tetrodotoxin can cause a state of unconscious/subconscious awareness that mimics death. Puffer fish, Porcupine fish, Ocean Sunfish, and Tigerfish carry the toxin, so maybe this may not be so crazy?
